Road management systems development - Tanzania

Effective and efficient systems of roads management can only be achieved if appropriate systems and instruments are developed and introduced into planning and implementation cycles. Under the DRSP development of systems to help local engineers better plan interventions has received substantial attention. This has involved the district partners closely in the process of creating systems for both road upgrading and maintenance planning to ensure ownership of the systems, from initial ideas to training and completion of works.

  • Selection of ‘core road networks’ by districts.
  • Rapid condition assessment of core roads.
  • Development of road upgrading schemes based upon ‘spot improvement’ approaches.
  • Participatory planning concepts developed for district road prioritisation with road users.
  • Routine maintenance needs assessment systems developed and piloted.
  • Community contracting model developed and piloted in two districts.
  • A UNDP District Road Management System (DROMAS) assisted during evaluation in Ulanga District.
  • Local Resource Based Approach Strategy introduced and developed for TANROADS. Contract management system for labour-based road improvement works developed and piloted in three districts

Important Findings

  • Well-developed management systems for road works allow for targeted and planned interventions and thus enable cost savings and extension of the life span of the infrastructure.
  • Regular and reliable job opportunities are created with regular maintenance.
  • Villages and communities are empowered with accepted and locally owned systems and increased procedural and financial transparency.
  • The legal framework for community contracting is still unresolved and poses a severe threat for meaningful participation of communities.
  • LRBA is potentially a strategy that would permit TANROADS to create part-time employment for rural poor at remarkable nation-wide scale.
