Roads Sector Support Programme, Tanzania

The main objectives of the RSSP in Tanzania, a Swiss Agency for Development and Cooperation funded project, were to improve the road transportation system in the Morogoro Region with increased network reliability, improved accessibility and reduced transport time for road users and diminished vehicle operating cost and to develop a sustainable internationally competitive local construction industry. In order to achieve the above objectives the approach was threefold:

  • strengthen the Regional Engineer's Office to manage the road network of Morogoro Region in Tanzania. The regional road network was to be improved by rehabilitation and upgrading of road sections and bridges;
  • strengthening the District Authorities, by means of a District Roads Support Programme, to enable them to manage their district road network to provide improved accessibility to economic and social services from villages to the regional road network. As a result of a participatory planning process, priority bridges and roads were rehabilitated and maintained, applying labour based technologies and environment-friendly construction techniques.
  • enhancement of the ability of local contractors and consultants under the Consultants and Contractors Involvement Component to cope with increased business opportunities and to carry out the required construction works with the specified quality and within specified time and cost. The project facilitated the development of the required number of capable small and medium size contractors and the contractors' and consultants' professional associations were strengthened. Of particular importance was the development of a pool of bridge design consultants in Tanzania.


RSSP Tanzania - facts and findings

SDC has been active in the Infrastructure and Transportation sector in Tanzania for many years. The recent programme supported a variety of developments at national, regional and local level from July 2000 to June 2003 and most elements of this programme have been included in an 18 month extension with activities grouped under the ‘Road Sector Support Project’ in Tanzania with a separate support for Kidatu – Ifakara road. The ‘Information below’ reflect activities during both periods and demonstrate how SDC have used accessibility to connect with many sectors affecting the livelihood of the population.
