Morogoro Roads Support Project - Tanzania

The objective of the multi-phase MRSP was an improved road transportation system in the Morogoro Region of Tanzania with increased network reliability, improved accessibility and reduced transport time for road users and diminished vehicle operating cost.The project was split into two components, the Regional Engineer's Office component and the Contractor Involvement Component.

Regional Engineer's Office Component

The REO component of the project was designed to:

  • strengthen the Regional Engineer's Office to manage the road network of Morogoro Region;
  • introduce economical criteria in maintenance of the road network;
  • improve the actual road network by rehabilitation and upgrading of road sections and bridges;
  • strengthen the role of REO as client of consulting services and construction works; and
  • strengthen the local construction industry, both consultants and contractors.

Contractors Involvement Component

The objective of the CIC was to enhance the local contracting industry to allow it to cope with the increased work opportunities and to carry out the required construction works with the specified quality and within specified time and cost.

The project undertook to facilitate the development of the required number of capable small and medium size contractors through:

  • promotion and assistance in formation and management of a regional contractors association;
  • organisation and provision of training to local contractors in managerial, administrative and technical fields including preparation of tenders and price calculation, site and resources planning and management, quality assurance and improvement of workmanship; and
  • facilitating procurement of equipment and plant through procurement assistance and provision of credits.
