Rwanda is a landlocked country and the cost of bringing all imported goods by road from the ports of Mombasa in Kenya or Dar es Salaam in Tanzania is very high. In an effort to reduce this cost the Ministry of Infrastructure commissioned ITECO and ITECO Consult Tanzania to investigate the feasibility of establishing an inland water transport link from a port on Lake Victoria along the Akagera (Kagera) River to Kagitumba in Rwanda. The project interim feasibility report was completed in 2011.
